James is a member of the ICAEW and a Partner in our Public Sector Group, specialising in the delivery of services to organisations involved in distribution of international development funding.

A particular focus is undertaking assignments for DG DEVCO, the Directorate General of the European Commission responsible for overseas development. Assignments delivered include financial audits, institutional compliance assessments (pillar assessments), forensic audits, and design and implementation of complex methodologies for measurement and improvement of internal control standards. He has provided services throughout the English- and French-speaking world.

James has worked with a diverse range of organisations, including UNDP, Council of Europe, Interpol, Agence Française de Développement, British Council, and the Department for International Development, as well as a wide range of Non-Governmental Organisations.

James is responsible for the design and delivery of financial management and audit training courses for public officials with responsibility for oversight of development funding. He has also developed and delivered a training course for recipients of grant funding, which ensures that they are well equipped to satisfy donors’ requirements. These training courses have been delivered in multiple locations around the world.

James has been closely involved in development of a range of services for privately-funded donors, and has provided advice and tools to enhance donors’ confidence in the destination and use of their funds.

James’s early career was spent at the UK National Audit Office, where he also spent two years on secondment to the European Court of Auditors in Luxembourg, specialising in the European Development Funds.

James works in both English and French, and has an excellent understanding of German.
